Qwen API is provided by Alibaba Cloud Model Studio (the API layer is often called DashScope). Topping up is not just "paying money": you also need to clarify which account receives the funds, who issues the invoice, whether the balance can be refunded, and what materials enterprise procurement requires.

This article compares official Alibaba Cloud top-up with top-up through a domestic AI gateway. Specific amounts, exchange rates, and promotions are subject to the model pricing page and the top-up page; this article does not hard-code numbers.

Note: Qwen, Tongyi Qianwen, Alibaba Cloud, Model Studio (Bailian), and DashScope are trademarks of their respective owners. This article is for technical explanation only and implies no affiliation or agency relationship with Alibaba Cloud. Top-up, invoice, and refund policies may change; check the official pages and platform terms before payment.

1. Confirm the platform name and account level first

Three names need to be distinguished: Alibaba Cloud Model Studio (Bailian) is the Chinese console, Model Studio is the international-site product name, and DashScope is the name of the API/SDK layer. Confirm the site before topping up, because region, currency, available models, and invoice rules may differ.

The Alibaba Cloud account balance is shared at the account level, and Model Studio's pay-as-you-go charges are deducted from it. But adding funds does not automatically enable calls: you also need to activate Model Studio and pay-as-you-go billing, create an API key, and confirm that the model is available in the current region.

2. Path A: Official Alibaba Cloud top-up

The official channel supports Alipay, UnionPay online, personal or corporate online banking, and corporate remittance. It cannot be funded through Huabei or a credit card bound to it.

Corporate remittance by default requires the remitting account name to match the real-name entity of the account; third-party payment on behalf of another entity requires a signed payment agency agreement first. Enterprise procurement gets the most direct financial documentation through this path, but the process is also the heaviest.

Operating sequence:

  1. Register and complete real-name verification, with the entity matching the invoice header you will use later.
  2. Activate the Model Studio service and confirm the region and billing mode.
  3. Top up on the Fees and Costs page, or use the dedicated account for corporate remittance.
  4. Enable pay-as-you-go billing, create an API key, and set an available-credit alert.
  5. Verify the key, balance, and model with a minimal request before connecting production.

New users usually receive free quota; a common rule is the Beijing region, valid for 90 days after activation, and on the order of one million tokens for text models. The quota and scope are subject to the activation page; do not treat it as a long-term free resource.

3. Path B: AI gateway top-up

After registering on the ZSQH AI Gateway, top up RMB to the platform balance and call Qwen with an API key from the same account. The gateway usually provides an OpenAI-compatible entry point, which suits teams that use the OpenAI SDK and want one balance to call multiple models.

The gateway's value lies in three points: RMB payment and unified billing; one account shared by multiple models; and usage, keys, and projects managed in one back office. The trade-off is that the billing entity becomes the gateway provider, and invoices are no longer issued by Alibaba Cloud.

Confirm four things before topping up: the quote currency, whether a service fee is charged separately, whether the top-up amount and available credit are one-to-one, and the refund rules. Behind the gateway there may be both RMB and USD costs, and the exchange-rate conversion timing and fee standards differ, all of which are ultimately reflected in the price. Do not look only at bonuses; look at the actual available credit and the consumption rate.

4. Invoices: top-up and consumption are not the same

Alibaba Cloud's rule is clear: the top-up amount itself cannot be invoiced; only the consumed portion can. The invoiceable amount is the consumed portion, not the total top-up.

  • Personal real-name accounts: only digital electronic ordinary invoices can be issued, with the header being the individual or the real-name person.
  • Enterprise real-name accounts: electronic ordinary invoices and electronic special VAT invoices are available; special invoices require the bank name, account number, registered address, and telephone number.
  • The invoice header must match the real-name entity. To issue an enterprise header from a personal account, you can upgrade to enterprise verification (irreversible) or submit materials for approval, which usually takes several business days.
  • Electronic invoices are generally issued within one business day; postpaid bills usually cannot be requested until the following month's bill is generated.
  • Automatic invoicing generally issues invoices each month for the previous month's bill, provided there is no outstanding invoice.

Gateway invoicing involves a different entity. Before paying, ask clearly: who issues the invoice, whether special VAT invoices are available, whether invoicing is based on actual payment or consumption, when the invoice is issued, and whether a contract is provided. For enterprise procurement, writing these into the purchase order is easier than fixing them after payment.

5. Balance alerts and arrears

Alibaba Cloud's "available credit" is not the same as cash balance; it is usually calculated as "cash balance + credit limit + credit refund − current month unsettled − historical unsettled." Credit below zero means arrears.

Balance alerts are configured on the Fees and Costs page, with notification usually by email and site message. A reminder is sent when available credit falls below the threshold; during continued arrears, a reminder is sent once per day for up to five consecutive days. Alerts only notify; they do not stop service or stop billing. For a hard stop-loss, configure budget management's "stop immediately when budget is reached," or release resources manually.

Model Studio also has several rules that are easy to trip over:

  • Account balances are shared, so arrears on other products may also affect Model Studio.
  • Model Studio isolates arrears by product and restores service after settlement.
  • The deduction order is usually free quota, resource package, model savings plan, AI general-purpose savings plan, then pay-as-you-go.
  • Coding Plan and Token Plan quotas are independent of the balance and may remain usable during arrears, but automatic renewal will fail.

Set budgets on the gateway side as well: split keys by project, set a credit limit for each key, and review the consumption ranking weekly. Do not wait until the balance runs out to discover that a test script is running in a loop.

6. Refunds and withdrawals

Alibaba Cloud cash balance can be withdrawn, but not in full. The withdrawable amount deducts pay-as-you-go business reservations, outstanding invoices, arrears, unsettled amounts, and transferred amounts. Bonus credit and consumed amounts are usually non-refundable.

Withdrawals are returned to the original payment method by default with no fee. Alipay and online banking generally arrive within one hour; bank cards usually within two business days. Original-route refunds have time limits: most banks 180 days, China Merchants Bank 90 days, and some corporate and personal online banking 30 days; after the limit, you can apply to withdraw to a designated account, subject to manual review.

Gateway balance refunds are subject to platform terms. Confirm before topping up: whether unused cash balance, bonus credit, and consumed portions are refundable, and how long refunds take. For large top-ups, verify the path with a small amount first, then add the rest.

7. The first call after top-up

Once the balance arrives, send a request through the OpenAI-compatible entry point:

export QWEN_API_KEY="sk-your-key"

curl "https://ai.zhongshangqihang.com/v1/chat/completions" \
  -H "Authorization: Bearer $QWEN_API_KEY" \
  -H "Content-Type: application/json" \
  -d '{
    "model": "qwen3.7-plus",
"messages": [{"role": "user", "content": "Reply with OK only"}],
    "max_tokens": 16
  }'

A 200 response with content means the key, balance, and model all work. If you see model not found, switch to the current model ID on the pricing page; if you see a balance error, check whether the top-up has arrived, whether the key has a spending limit, and whether the model is enabled in the current group.

8. Enterprise procurement checklist

Write the following items into the purchase order to avoid a lot of back-and-forth later:

  1. Contracting entity, service scope, SLA, and technical support.
  2. Invoice type, tax rate, invoicing amount basis, and invoicing timing.
  3. Payment method, currency, exchange-rate basis, and fees.
  4. Budget owner, project key split, and credit limits.
  5. Balance alert thresholds, notification contacts, and stop-loss plan.
  6. Refund, cancellation, and balance migration rules.
  7. Data and privacy terms, and log retention period.
  8. Key revocation process after staff departures or project completion.

9. Frequently asked questions

Does topping up an Alibaba Cloud balance make Qwen API usable immediately?

Not necessarily. You also need to activate Model Studio and pay-as-you-go billing, create an API key, and confirm that the model is available in the current region.

Can the top-up amount be invoiced directly?

No. Alibaba Cloud invoices only consumed amounts; unconsumed top-up balance is a prepayment. For postpaid products, you usually need to wait for the bill before requesting an invoice.

Can a personal account issue a special VAT invoice to a company?

A personal real-name account can issue only electronic ordinary invoices. To issue a special VAT invoice, you need to upgrade to enterprise verification or submit materials to apply for an enterprise header; the upgrade is irreversible, so confirm with finance before proceeding.

What is the difference between an Alibaba Cloud balance and a gateway balance?

An Alibaba Cloud balance is a prepayment on a cloud account, and the invoice issuer is Alibaba Cloud; a gateway balance is platform credit, and the invoice issuer is the gateway, usually usable across models. The two cannot be transferred into each other.

I set a balance alert, so why am I still in arrears?

Alerts only send notifications; they do not stop service. Billing delays, a balance shared with other products, and sudden traffic can all push credit negative quickly. To stop losses, configure budget stops or rate limiting.

Next step

If you need only Qwen and want an Alibaba Cloud invoice, official top-up is the most direct option. If you need RMB payment, one balance for multiple models, and a unified usage view, you can first register for the ZSQH AI Gateway, top up a small amount to get one request working, and then split keys by project. Specific prices, exchange rates, and top-up rules are subject to model pricing and the top-up page.
